Current project:
Strengthening IBPA and building a community of practice

Why this project?
Addressing inequity is a pressing policy priority. Taking up intersectionality to better understand and address health and social inequity is increasingly recognized as necessary and timely. In Canada, Gender-Based Analysis Plus (GBA Plus), does this by looking at intersecting factors beyond sex or gender in examining inequities. Yet, misunderstandings persist on how to operationalize intersectionality in policy-relevant processes, signaling a need for greater clarity and guidance. This project seeks to advance the intersectional analytic process and competencies essential to effectively implement GBA Plus and other equity-informed approaches in jurisdictions within and beyond Canada to advance social justice.
How are we doing this?
This 4.5 year project funded by the Canadian Institutes of Health Research draws from:
-
The guidance of a broader international team of knowledge users and experts
-
A scoping review of intersectionality frameworks, tools, and guides (check out our resources page for a “living” framework inventory)
-
Expert workshops and interviews with key international and cross-sectoral stakeholders including researchers, policy actors, NGOs and civil society
Workshop Information:
- Toronto, Canada (Oct. 2024) Workshop report.
- Valetta, Malta (Feb. 2025) Agenda (Workshop report forthcoming).
What are the key outputs of the project?
-
A revised version of Intersectionality Based Policy Analysis Framework (IBPA) (Hankivsky et al. 2012) - “IBPA 2.0” – that reflects a best practice analytic approach for operationalizing intersectionality
-
Development of international case examples applying intersectionality analysis to policy
-
A new community of practice and Massive Open Online Course (MOOC) to foster knowledge, skills and competencies to accurately implement intersectionality.
